Violence has been going on in Manipur since May 3 between the Kuki and Meitei communities over reservation. So far more than 160 people have lost their lives in the violence that has been going on for 120 days. Meanwhile, on the demand of the state government, there will be a one-day session of the assembly today.
CM N Biren Singh had recommended the commencement of the session to Governor Anusuiya Uikey on August 21. On 22 August, the Raj Bhavan issued a notification. According to Article 174 (1) of the Constitution, there should not be a gap of more than six months in two sessions of any House. The last session in Manipur was held in March. In such a situation, the deadline of six months was ending in September.
Announcement of boycott of 10 MLAs including two ministers
10 MLAs including two ministers have refused to attend the session citing security. All these tribals come from the Kuki community. These include LM Khaute, Ngursanglur Sanate, Letpao Haokip, Letzmang Haokip, Paolinlal Haokip, Vungjagin Walte, Haokholet Kipgen (Independent), Kimneo Haokip Hangshing (KPA), Chinlungthang (KPA). However, CM Biren Singh has assured him of providing complete security.
Manipur was discussed in the monsoon session of Parliament
The Manipur issue came up for discussion in the monsoon session of Parliament, which ran from July 20 to August 11. On July 26, the opposition alliance Indian National Developmental Inclusive Alliance ie INDIA gave a no-confidence motion to discuss Manipur. This proposal was brought by Congress MP Gaurav Gogoi. It was debated from 8 to 10 August.

On 9 August, Rahul spoke on Bharat Jodo Yatra and Manipur in a 35-minute speech. On the other hand, on August 10, Modi gave a speech of 2 hours 12 minutes, in which he spoke on Manipur after 1 hour 32 minutes. The great thing is that when the Prime Minister started talking on Manipur, the opposition had already walked out of the House. After 12 hours of discussion, the Modi government got 325 votes. The opposition got 126 votes. After which the no-confidence motion fell.
The issue of Manipur violence was also raised in the Legislative Assemblies of 4 states of the country.
August 18: Delhi Assembly
The Manipur issue was discussed not only in the Parliament but also in the Assemblies of other states of the country. On August 18, a resolution condemning the Manipur violence was moved in the Delhi Assembly. After which the opposition walked out of the House.
August 7: UP Assembly
The monsoon session in the Uttar Pradesh Legislative Assembly began with a ruckus. On August 7, the first day of the session, CM Yogi Adityanath appealed to the opposition to come together for a meaningful discussion on the issues of the state, but Akhilesh Yadav tried to corner the government on the Manipur issue.
July 31: West Bengal Legislative Assembly
The West Bengal Assembly passed a resolution on 31 July condemning the violence in Manipur. State Parliamentary Affairs Minister Sovandeb Chattopadhyay read out the resolution in the House in the second phase of the assembly session. Speaking on the resolution, CM Mamata Banerjee condemned the role of the BJP and the central government in handling the situation in the violence-hit state.
July 31: Jharkhand Assembly
There was an uproar in the Jharkhand Assembly on July 31 over Manipur. Pradeep Yadav of Jharkhand Vikas Morcha raised the issue of Manipur as soon as Speaker Rabindra Nath Mahato took his seat in the House. On which BJP MLAs objected.

More than 65 thousand people left home
So far more than 160 people have died in the violence. At the same time, more than 6 thousand people have been injured. More than 65 thousand people have left their homes. There have been more than 5 thousand incidents of arson. Six thousand cases have been registered and 144 people have been arrested. 36 thousand security personnel and 40 IPS have been deployed in the state. A total of 129 outposts have been set up in both the hill and valley districts.
Manipur’s case reached the Supreme Court, the court took suo motu cognizance of the viral video

Hearing is also going on in the Supreme Court regarding the Manipur violence. In fact, on July 19, the video of two naked women went viral. In which the crowd took off the clothes of the women and paraded them in the village. Later gang-raped her. This incident happened on 4th May. After the video surfaced, the Supreme Court took suo moto cognizance of the matter.
The Chief Justice had said that he was shocked to see the video that has surfaced. Such incidents are not acceptable. Women should not be used as tools in violence. We are giving some time to the government to act on it, otherwise we will take action. At present, the hearing on this matter is going on from July 28.
The Supreme Court on 25 August ordered the transfer of cases related to the Manipur violence to the neighboring state of Assam. For this, the court has issued instructions to the Chief Justice of Gauhati High Court. The bench said- Appoint one or more special judges for the trial of the cases related to Manipur violence which are being investigated by the CBI.
CBI probing 21 cases of Manipur violence

CBI has been handed over 21 cases from Manipur violence for investigation. 53 CBI officers are involved in the investigation, out of which 29 are women officers. The CBI has so far registered 8 cases, including two related to alleged sexual harassment of women in Manipur.
Officials say that more cases may also come to CBI. This will especially include cases of harassment of women, the viral video of Kuki Mahila. Apart from this, on August 9, a case of gang rape of a Meitei woman came to light. Its investigation can also be given to CBI.
Know in 4 points, the reason for Manipur violence…
The population of Manipur is about 38 lakhs. There are three major communities here – Meitei, Naga and Kuki. Meitei are mostly Hindu. The Nga-Kuki follow Christianity. Belongs to ST category. Their population is about 50%. The Imphal Valley, which covers about 10% of the state’s area, is dominated by the Meitei community. The population of Naga-Kuki is about 34 percent. These people live in about 90% of the state’s area.
How the controversy started: The Meitei community is demanding that they too be given tribe status. The community petitioned the Manipur High Court for this. The community argued that Manipur had merged with India in 1949. Before that they had got the status of tribe only. After this, the High Court recommended to the state government that Meitei be included in the Scheduled Tribes (ST).

What is Meitei’s argument: The Meitei tribe believe that years ago their kings called Kukis from Myanmar to fight a war. After that they became permanent residents. These people cut the forest for employment and started cultivating opium. This has made Manipur a triangle of drug smuggling. All this is happening openly. He formed an arms group to fight the Naga people.
Why the Naga-Kukis are in opposition: The remaining two tribes are against giving reservation to the Meitei community. They say that 40 of the state’s 60 assembly seats are already in the Meitei-dominated Imphal Valley. In such a situation, by getting reservation for Meitei in the ST category, their rights will be divided.
What are political equations: Out of 60 MLAs of Manipur, 40 MLAs are Meitei and 20 MLAs are from Naga-Kuki tribe. So far only two out of 12 CMs have been from the tribe.

CM Biren Singh came out to resign but later changed his mind

CM Biren Singh was about to resign on June 30 in view of incidents of violence in Manipur. However, later he changed his decision. On 6 August, the Kuki People’s Alliance, an NDA ally in Manipur, withdrew support to the government. The Kuki People’s Alliance had two MLAs in the state government.
The BJP has 32 members in the Manipur Assembly, while it has the support of five NPF MLAs and three independents. The opposition MLAs include seven from the NPP, five from the Congress and six from the JDU. The NDA still has 40 MLAs in the 60-member assembly and the government is in majority.
