In a statement, Abu Dhabi Municipality authorities demanded that partitions, housing units and external constructions in residential buildings should always be carried out only after obtaining licenses and other necessary permits.
A five-day inspection was conducted recently to ensure that there are no illegal constructions in residential areas of Abu Dhabi and to find landlords and tenants who are violating the rules. The municipality said that in addition to residences, municipal inspectors also examined documents including plans of buildings to ensure compliance with the rules during the field inspection.
The municipality warned that overcrowding in a residential building is a serious offense punishable by a fine of up to Dh10 lakh. Act No. 8 of 2019 provides that a residential unit may be deemed to be overcrowded if it has occupants disproportionate to its area and amenities.
According to, a residential unit is considered overcrowded when its occupancy is disproportionate to its area and the facilities provided. Irregular and illegal constructions of residential units within and adjacent to the flats were mainly investigated. Do not rent out small rooms that are not licensed by the municipality.
Proliferation of such housing units not only endangers public health and safety but also causes unjustified population growth and harms the environment of the emirate. The municipality informed that the decision is to intensify field inspections to ensure that there are no such violations in the emirate and keeping public safety in mind.
