Two of the majority unions in the Public Administration, CC OO and CSIF, announced last week the call for partial strikes and the first general strike in the history of Social Security due to the lack of personnel that is preventing efficient work management that brings together this body. The latest contacts between the centrals and the Ministry of José Luis Escrivá have resulted in the location of a new meeting for this Tuesday, in which negotiating sources predict the resolution of the conflict and the lifting of the mobilizations. The annulment of the strikes, however, will not materialize until the new document is certified, say sources from the two calling unions.
After the last two meetings on Thursday and Friday, where the signing of an agreement by all parties was close, but which did not occur because, according to CC OO and CSIF, the ministry did not offer sufficient “guarantees” of compliance, sources unions indicate that communication between the social agents did not cease in the following days. As a result of this dialogue, the Ministry of Social Security has prepared a new proposal that includes some of the pending claims —such as the urgent implementation of the State Social Security Agency and the call for a Public Offer of Employment for the body- and it has been sent this Monday to all the unions, CC OO, UGT, CSIF, ELA and CIG, to whom it has convened again with the aim of initialing the new action plan for the body.
“It makes little sense [que se haga una huelga]”, assured José Luis Escrivá, in an act in Asturias. “The problem of Social Security is decapitalization, the loss of almost 20% of its employees between 2012 and 2019. We are rapidly correcting a situation that cannot be corrected in one or two years and I believe that this is going to value tomorrow [por este martes]. I am optimistic about the meeting ”, he added.
However, union sources calling the mobilizations assure that the protests have not yet been formally withdrawn. “We continue with the strike today. Until the agreement is signed, we will not give notice of the strike,” they point out. “There has been a rapprochement with the ministry over the weekend, which tomorrow [por este martes] We will continue, but it will not be until later when we decide what to do ”, adds another source who will be present at the Delegate Board of Social Security this Tuesday.
The announcement of the existence of an agreement was brought forward by the UGT, the other union with the largest representation in the Roundtable —and which had not seconded the call for strikes—, which, moreover, has made its behavior ugly to the other union organizations. “The signing of this agreement by the strike conveners, which was announced on May 10, entails their withdrawal from it, in which case, in our opinion, it would have had no other use than appearing on the news. , in addition to the consequent setback of the trade union movement due to the embezzlement of an extreme medium that until now has not been necessary for the UGT,” said this union in a statement. A few words that have been censored by the organizing unions. “UGT does not paint anything. You can sign whatever you want, but the ones who will sign or not are us”, indicates a union source. “The previous document that was presented was already intended to be signed by the UGT, even though it did not have a union majority,” recalls another source.
Acquired commitments
The new Government document, which has the endorsement of the Secretary of State for Social Security and Pensions, includes a calendar of meetings in which the different demands that the group of public employees had been making will be developed, such as the call for an Offer Public Employment Agency (OPE) that reinforces the organization’s staff, or the creation of the State Agency of the Social Security Administration, committed by the Executive for almost a year. The new document, to which EL PAÍS has had access, includes an explicit statement from the ministry regarding its willingness to present a Draft Law for the creation of the Agency as soon as possible for urgent consideration by the Council of Ministers.
Another important point is the one that refers to the deployment of remote work in Social Security as of July 1, with one non-contact work day a week for employees who request it and whose tasks can be carried out without the attention the citizen is harmed. Once the operation of the body is reviewed with this new measure, the agreement contemplates that the permit be increased to two days a week as of January 1, 2024.
The latest moves made by the ministry to try to alleviate the workload accumulated by the body involved encouraging the resolution of appointments outside of working hours. The offer to bonus six euros (gross) for each additional service resolved did not please the CC OO and UGT unions, which raised the pressure and announced the holding of partial strikes and a general strike in September, which will be formally called off once the agreement is initialed.
