Banks asked the Ministry of Internal Affairs to automate the service for checking the authenticity of a driver’s license. This is stated in a letter from the National Council of the Financial Market to the ministry, which Izvestia has.
Now the use of the service is possible only in the “manual” mode, so credit institutions with a large customer base will not actually be able to use this resource, the document explains.
In addition, as reported in the letter, if many banks access the service at the same time, it may be unavailable due to increased load. The NSFR proposes that the Ministry of Internal Affairs finalize the service for checking the number of a driver’s license in an automated mode.
For credit institutions, the help of the Ministry of Internal Affairs in finalizing the service for automated verification of driver’s licenses is very important so that consumers do not encounter difficulties with simplified identification, Andrey Yemelin, head of the NSFR, told Izvestia. He stressed that the idea of allowing citizens to carry out banking operations with a driver’s license was discussed for a long time and was supported by all departments.
This method of identification is in demand, since Russians more often have their rights with them, and not a passport, Emelin added. In addition, the database for checking passports is periodically slow or malfunctioning, so banks need to have another document for identification.
From June 29, changes to anti-money laundering legislation come into force, which allow banks to carry out simplified identification of customers by driver’s license. To do this, it is enough to provide information about yourself to the credit institution: full name, passport number, cell phone and, to choose from, the data of the TIN, SNILS or compulsory medical insurance policy. According to these documents, transfers are available without opening an account, currency exchange operations up to 100 thousand rubles, obtaining a consumer loan up to 15 thousand rubles, conclusion of a brokerage account agreement.
