SARAJEVO (AA) – The Council of Ministers of Bosnia and Herzegovina established the Proposal for an agreement on the financing of the Annual Action Plan for Bosnia and Herzegovina for the year 2022 between the European Union (EU), represented by the European Commission, and Bosnia and Herzegovina, which is represented by the Directorate for European Integration of the Council of Ministers of Bosnia and Herzegovina.
This is an agreement worth EUR 45,500,000, which will be fully financed by the European Union in accordance with the provisions of the previously concluded Framework Agreement between the European Commission and BiH on arrangements for the implementation of EU financial assistance to Bosnia and Herzegovina within the framework of the Instrument for Pre-Accession Assistance (IPA III). for the period 2021 – 2027, it was announced by the Council of Ministers of Bosnia and Herzegovina.
With the annual action plan for 2022, the EU provides support to the beneficiaries of IPA III in BiH for the implementation and improvement of reform strategies in the field of justice, public administration, public finance, European integration, climate change, and employment and social protection.
In this way, the European Union concretely expresses its commitment to the advancement of Bosnia and Herzegovina on the European path.
The period of execution of this agreement is 12 years, and its operational implementation is six years from its conclusion.
The Ministry of Finance and Treasury will submit the Draft Agreement with the grounds for its conclusion to the Presidency of BiH for further procedure, and for BiH the director of the Directorate for European Integration of the Council of Ministers of Bosnia and Herzegovina was proposed to the signatory.
The Council of Ministers of Bosnia and Herzegovina, at the proposal of the Ministry of Security, made a decision on the approval of the project for the acquisition of a building for the accommodation of the institutions of Bosnia and Herzegovina – the State Investigation and Protection Agency (SIPA) in Banja Luka in the total value of 5.8 million KM.
This project will be included in the Program of multi-year capital investments for the period 2023-2024, which is financed from the budget of the institutions of Bosnia and Herzegovina, with the provision that 3,480,000 KM will be provided in 2023, while the remaining 2,320,000 KM will be planned in 2024. In this way, the issue of housing employees in the SIPA Regional Office in Banja Luka will be permanently resolved and budget savings will be achieved in the long term, given that the monthly rent for the space now amounts to 15,977 KM without VAT.
The deadline for the completion of this project is one year after securing financial resources for its realization.
The Council of Ministers made a decision on the approval of the multi-year project “Construction and equipping of a facility for the accommodation of employees of the Indirect Taxation Administration (UNO) of Bosnia and Herzegovina at the airport in Sarajevo”, estimated value of six million KM. Funds for the implementation of this project will be provided from the budget of the BiH institutions, namely 3.8 million KM in 2023 and 2.2 million KM in 2024.
The multi-year project planned the construction of a building with a total usable area of 700 square meters, as well as the construction of the necessary infrastructure and equipment of the building.
– Distributed surplus of revenues over RAK expenditures –
The Council of Ministers of Bosnia and Herzegovina, at the proposal of the Ministry of Communications and Transport, made a decision on the way to use the funds of the accumulated surplus of income over the expenses of the Communications Regulatory Agency (RAK) of Bosnia and Herzegovina determined on 31.12.2021. in the amount of 16,754,512.68 KM.
According to the decision, seven million KM will be used for the purchase and furnishing of business premises for the needs of RAK’s regional sectors in Banja Luka (three million KM) and Mostar (two million KM) and for the adaptation of business premises in Sarajevo at RAK headquarters (two million), in the streets of Mehmed Spaha and Sima Milutinović.
The remaining funds, in the amount of KM 9,754,512.68, will be transferred from the CRA account to the Single treasury account in the institutions of Bosnia and Herzegovina and will be used to support the development and improvement of the communications sector in BiH, in accordance with special decisions of the Council of the ministers of Bosnia and Herzegovina, and at the proposal of the Ministry of Communications and Transport, it is stated in the press release.
The Ministry of Civil Affairs will announce a public tender for the selection of six members of the Board of the Agency for Preschool, Primary and Secondary Education and will carry out the tender procedure in accordance with the legal powers.

The analysis, according to the basic scenario for the period 2022 – 2025, indicates, among other things, that Bosnia and Herzegovina is a country with medium-term sustainable public debt, and the projected real growth is from 2.0 to 3.7 percent.
The analysis of the sustainability of the public debt of BiH helps in the efficient management of public finances and macroeconomic stability by showing the effects and consequences of public indebtedness.
