In Belarus, a draft of amendments and additions to the Constitution of the country was promulgated for discussion by the population. The document is posted on the BelTA website.
So, according to the draft, one and the same person cannot hold the post of head of state for more than two terms in a row. Now the President of Belarus has the right to be elected an unlimited number of times.
In addition, the All-Belarusian People’s Assembly will be given the right to dismiss the head of state. Members of the assembly can make such a decision in the event of a systematic or gross violation of the Constitution by the President, or in the event that he commits high treason or other grave crime.
In the event of the death of the president as a result of an attempt on his life, the commission of an act of terrorism, military aggression, or as a result of other violent actions, state bodies act in accordance with the decisions of the Security Council. Also, in this case, a state of emergency or martial law should be introduced, and the Security Council meetings will be held under the leadership of the chairman of the Council of the Republic.
After the head of state resigns, he can become a member of the Council of the Republic for life.
Also, in the main document of the country, a ban on financing the holding of elections by other states, foreign organizations and citizens may be enshrined.
In addition, the project envisages the possibility of providing asylum to foreigners and stateless persons who are persecuted in other states.
It is noted that the document says that “the Republic of Belarus excludes military aggression from its territory against other states.”
On December 23, President of Belarus Alexander Lukashenko announced that a referendum on amendments to the Constitution would take place in February. He added that in case of a change in the law, the system of government in the state will be rebuilt.
