From September 1, employers, employees and job seekers will be able to exchange electronic personnel documents through the public services portal. The corresponding decree was signed on July 5 by Prime Minister Mikhail Mishustin.
As the press service of the government of the Russian Federation notes, with the help of a personal account of public services, employers, employees and job seekers will be able to draw up, sign with an electronic signature and send personnel documents. They will be placed in the employee’s personal account on the public services portal and stored in the organization’s information system.
“The decision to introduce electronic document management in the organization, the list of such documents, as well as the categories of employees who can switch to the new format, will be made by the employer,” the report says.
They specified that when the organization uses electronic document management, employers and employees will still be able to use paper documents.
The resolution has been prepared to implement the new norms of the labor code.
On May 18, the State Duma adopted a law allowing Russians to register with the tax authorities through the public services portal. The law provides an opportunity. The law will come into force on December 1, 2022 – it will provide Russians with the opportunity to apply on the public services portal using the electronic signature of an individual. The tax authority will be able to send the TIN to such an applicant in electronic form through public services.
On April 18, the government of the Russian Federation announced that by the end of 2023 most state and municipal services will be provided 24 hours a day, seven days a week. It was noted that in less than two years, most services will be provided in a continuous format, without the personal presence of citizens, including in multifunctional centers of state and municipal services.
