The Ministry of Finance and the Ministry of Health have been asked to legally ban the sale of nicotine-free mixtures for hookahs on the Internet, by analogy with tobacco products. Such letters were sent to the departments by the Public Consumer Initiative (PII).
They report on a study that showed the presence of nicotine and other harmful components in mixtures. In this regard, the OPI proposes to classify them as excisable goods and apply to them all the restrictions that have been introduced for tobacco products. The public figure attached a bill to the appeals to the ministries. The document, which was prepared by the OPI and sent for approval to the Ministry of Finance and the Ministry of Health, is at the disposal of Izvestia.
“Conducted by the Bryansk University. I. G. Petrovsky’s study of the composition of smoking mixtures for JAM and BRUSCO hookahs, the most popular on the Russian market, proves the fact that tobacco-free mixtures contain not only nicotine, but also a number of other extremely harmful substances, ”the accompanying letters sent to the ministries.
According to OPI head Oleg Pavlov, the study showed that the BRUSCO mixture contains 5.392 mg/m3 of nicotine, 1.243 mg/m3 of formaldehyde, 4.467 mg/m3 of acetone, 3.642 mg/m3 of acetaldehyde, and carbon monoxide (CO) – 0.0013%. The aerosol of JAM smoking mixtures contains nicotine in the amount of 2.595 mg/m3, formaldehyde – 1.912 mg/m3, acetone – 1.629 mg/m3, acetaldehyde – 1.112 mg/m3, carbon monoxide (CO) – 0.0012%.
“In pursuit of commercial goals, manufacturers of non-tobacco hookah mixtures that do not indicate the exact composition of the product mislead consumers and thus try to neutralize the consequences of the introduction of national legislative acts restricting tobacco consumption,” Pavlov says in the documents.
