Lok Sabha and Rajya Sabha MPs involved in INDIA held a meeting at Mallikarjun Kharge’s house on Tuesday evening regarding the special session of Parliament. In this meeting, it was decided that out of 28 parties included in INDIA Alliance, 24 parties will participate in the special session of Parliament starting from 18th September.
According to news agency ANI, Congress Parliamentary Party (CPP) President Sonia Gandhi will write a letter to Prime Minister Narendra Modi on behalf of these 24 parties. Union Parliamentary Affairs Minister Pralhad Joshi last week informed about the five-day special session of Parliament from September 18 to 22.
Kharge said – BJP wants to divert attention from the issues
After the meeting with the floor leaders, Congress President Kharge said, ‘For the first time, the Modi government is calling a special session of Parliament without revealing the agenda. Neither consultation nor information was given to any opposition party. This is not the way to run a democracy. Every day, the Modi government plants a story of a possible agenda in the media, creating an excuse to divert attention from the issues that burden the people. BJP wants to deceive people by diverting attention from issues like inflation, unemployment, Manipur, Chinese encroachment, CAG report, scams etc. ,

Discussion on these proposals is possible in the 5-day special session of Parliament.
No bill will be introduced in the special session of Parliament. Nor will any joint session be called. 4-5 proposals will be brought in five days, which will be discussed and passed by voice vote. According to sources in the Ministry of Parliamentary Affairs, special sessions have been called for the discussion of both the Houses, hence there will be no joint session.
If there had been a joint session, there would have been a possibility of introducing some important pending bill like the Women’s Reservation Bill or ‘One Country One Election’. Sources say that the government can present a proposal and get it passed after discussion regarding G-20, successful landing of Chandrayaan-3, the country becoming the third economic power and using India instead of India. .

Proposal on Women’s Reservation Bill possible
There is no justification for a special session to pass the bill for 33% reservation for women in the legislature. This bill was passed by the Rajya Sabha in 2010. It was not brought to the Lok Sabha due to lack of consensus. The government has majority in the Lok Sabha, there is no need for a special session for this.
However, a proposal regarding this can be brought in the special session, in which the government can say that this House passes the proposal to provide women’s reservation. Due to this, there will be no need for consensus to pass it in the winter session or the subsequent budget session, because the House has already passed a resolution for this in the special session.
A proposal regarding Uniform Civil Code can also be brought by the government. However, the agenda of the special session has not been revealed yet.
Center formed a committee regarding one country one election
Recently, the Central Government has formed an eight-member committee on September 2 to explore the possibility of holding simultaneous elections in the country and make recommendations. Which is being presided over by former President Ramnath Kovind. Leader of Opposition in Lok Sabha Adhir Ranjan Choudhary has refused to join the committee.
Apart from these, Home Minister Amit Shah, former leader of opposition in Rajya Sabha Ghulam Nabi Azad, former Finance Commission Chairman NK Singh, former Lok Sabha General Secretary Subhash C Kashyap, Senior Advocate Harish Salve and former Chief Vigilance Commissioner Sanjay Kothari are included.
