Justice is demanding an unconditional prison sentence of three years against a former police chief from Almere for raping a senior police officer. In 2019, 54-year-old Paulo de CN took his subordinate to a remote place near Hoofddorp after work, where he sexually assaulted her.
At the time, the suspect was team chief of the Haarlemmermeer police. Investigation shows that he let the 39-year-old victim drive to the station in Hoofddorp after working hours. In the parking lot, he kissed her in the car against her will, according to the Public Prosecution Service. He then took her to a remote place where he raped her.
Paulo de CN denies having sex with the agent. He said she wanted to, but he turned it down. Justice finds that unbelievable. Statements from colleagues and a confidential adviser show that the suspect had an ‘obsessive interest’ in the victim. In addition, he made sexual innuendos to the senior agent in a Whatsapp message.
Abuse of authority
The public prosecutor calls the criminal offenses ‘very serious’. The Public Prosecution Service strongly blames the suspect for abusing his authority as a team leader to a subordinate.
After the incident, the victim was fired by the Noord-Holland police for breach of confidentiality. She received this criminal discharge because, in the investigation that was initiated after the report of sexual harassment, the reading of her private telephone showed that she had NRC provided information about this.
She says she did this because she found no response to her complaints within the organization. The court ruled otherwise. Because she already spoke to a confidential adviser internally, she did not have to turn to the press.
