Recommendation: Obliged municipalities to receive asylum seekers

The Dutch system for the reception of asylum seekers has been in crisis for so long that it has to be completely overhauled. Municipalities must be obliged to receive a fixed number of asylum seekers, but may then decide for themselves how they do this.
