In Russia, new rules for the delivery of pensions came into force on January 1. This was told on Tuesday, January 3, Associate Professor of the Department of Statistics of the Russian University of Economics. G.V. Plekhanova Olga Lebedinskaya.
According to her, the scheme for receiving a pension in Russia has changed for those citizens who receive payments through the Russian Post. She clarified that these changes will affect a total of about 10-4 million Russian citizens.
Lebedinskaya said that earlier a pensioner could receive money at home only on a certain day, without the possibility of transferring it.
“In the absence of a pensioner at home that day, later he had to go personally to the post office or wait for the next month to get the money. Another option was also allowed – the issuance of a power of attorney. If a pensioner was planning a long trip, he was offered to transfer his pension to a passbook or card. The new procedure has made receiving a pension much more convenient, ”Lebedinskaya explained in an interview with the Prime agency.
She noted that from now on, the postman, if they did not open the door to the apartment where they expect to receive a pension at home, is obliged to come to the pensioner at least twice more. In this case, the postman must warn in advance about the visit.
The last day of the possible receipt of a pension at home will be the 25th day of each month, regardless of the schedule.
If, within six months, a pensioner is constantly absent from home, when delivering a pension, payments will be stopped at home, and he will be forced to write an application to the Pension Fund for their renewal. Lebedinskaya also recalled that from April 2023, the post office will become a monopoly provider of cash pensions.
A day earlier, HSE Dean Vadim Vinogradov announced several stages of pension increases in Russia in 2023. So, from January 1, pensions for non-working pensioners will be increased, and at the same time, additional payments to pensions will be recalculated based on the updated subsistence level in the regions.
A month later, from February 1, the amount of lump-sum cash payments for beneficiaries, the allowance for the burial of a pensioner, as well as the monetary value of a set of social services, increase. Finally, from April 1, the recalculation of the amount within the framework of social and state security.
Indexation of insurance pensions is scheduled for August 1, payments to military pensioners will increase from October 1, Vinogradov said.
On January 1, 2023, the Social Fund of Russia began its work, created as a result of the merger of the Pension Fund and the Social Insurance Fund. It will become a single social operator for the provision of various measures of social support.
