With parallel imports, the consumer is not deprived of any of his rights, Izvestia was told in the press service of Rospotrbnadzor. At the same time, of course, the seller will have to take on additional obligations in many cases, they added.
“So, he should be more careful, especially when it comes to technically complex goods, to select products in terms of their quality. For example, a phone can be, as they say, locked, that is, it can work with a SIM card of a certain foreign operator and be useless for a Russian consumer. It cannot be ruled out that under the sanctions, manufacturers may impose restrictions on the operation of electronics and gadgets in a certain region. However, all the rights of consumers that are laid down in the law apply to this particular case, ”the Rospotrebnadzor explained.
They stressed: the seller must provide warranty service, replacement of goods or a refund in case of inoperability, repair in case of failure through no fault of the buyer. Rospotrebnadzor did not rule out that there may be temporary difficulties with service maintenance until the supply chains are restored and the parallel import mechanism is tested. The department advised to navigate when buying for the availability of warranty service and its period.
“If the seller is conscientious, then the consumer does not care at all how the goods are imported, since he takes responsibility for the quality. If the warranty period for electronics is two years, and for large household appliances, such as refrigerators, three, then the buyer can count on the fact that his rights will be protected. And if the period is very short – a few weeks, then it is better to refuse the purchase, ”the service noted.
