In Chandigarh, the National Commission for Scheduled Castes (NCSC) has become strict in the matter of allegedly insulting a female teacher of SC community by the school principal. The commission has decided to investigate the matter. The Commission has issued a notice in the matter to the Director, School Education, Chandigarh Administration in the matter. It is said that the matter is of discrimination and exploitation on the basis of caste. In the orders issued to the Director, School Education, it has been said that the facts and information that came out during the investigation of these allegations should be submitted within 10 days of the receipt of this notice.
At the same time, it has been clarified with the commission that if no reply is given in the matter within the stipulated time, then the commission can exercise the powers under its civil court. In such a situation, orders can be issued to the Director, School Education to appear in person or to make a representative appear on his behalf. NCSC had received a complaint from a 32-year-old female teacher on January 30.
Police investigation continues
At the same time, Chandigarh Police has started its investigation in the matter. DSP Palak Goyal has taken the statement of the complainant teacher. At the same time, many cross-questions were also made to him. The teacher was asked which teachers or students were present in 2016 when the school principal allegedly forced her to sweep the floor. On this, the complainant named a teacher, a painter and 4 students. On the other hand, the complainant said that even in the year 2017, on the occasion of the inauguration of the Arogya Vatika, despite the presence of the sweeper, the principal got the broom installed. NSS students were also there.

Regarding the incident of January 27, 2023, the names of the remaining two teachers were informed by the aggrieved teacher regarding the signing of the activity register. At the same time, the police had asked which teachers had asked the complainant to apologize after the incident and whether they had given any complaint against the principal in the past. DSP Palak Goyal and SHO Mini Bhardwaj of Sector 19 police station are looking into the matter.
Tell that after recording the statement of the school staff and Principal Raj Bala in the case, if prima facie the allegations are found to be proved, then an FIR will be registered.
Unions said – Repatriate

High-power committee has been formed
A high-power committee has also been formed in the name of Dr. Ambedkar Sanyukta Sangharsh Morcha to get justice for the female teacher. About 2 dozen leaders are involved in this. Scheduled Castes, Scheduled Tribes, Backward Classes and employee organizations had also held a meeting (mahapanchayat) in this regard. A complaint was also given to UT Advisor Dharam Pal.
Service record will not be spoiled
In the matter, the Directorate of School Education, Chandigarh Administration, through an order, made it clear to the complainant teacher that the complaint dated January 27 by the principal of her school, Raj Bala regarding her alleged misbehavior and misconduct, would be treated as an advisory memo and This will not affect the service record of the complainant teacher.
Inquiry committee was also formed
The department had also formed a 4-member committee to investigate the matter. Although his report has not come out yet. The committee also went to the school and recorded the statements of the concerned staff members. Unions of the SC community have also demonstrated outside the building of the Education Department demanding registration of an FIR. Seeing their outrage, DSE HS Brar had assured the protesters of appropriate action.

School charge to other principal
After this incident, the school principal Raj Bala had gone on leave. After which the Education Department had given additional charge of Government Girls Model Senior Secondary School, Sector 18 to Sukhpal Kaur, Principal of Government Model Senior Secondary School, Sector 21. In the case, the victim teacher has also demanded to preserve the CCTV footage of January 26 and 27 in the school.
The matter has reached PMO
Complaints have also been given to SSP Manisha Chowdhary, administrative officers, SC commission, President and PMO in the matter. The union has warned that the agitation will continue until a case is registered against the principal under SC Atrocities Act and he is not repatriated back to Haryana.

It was said in the complaint that on January 26, due to some technical fault, the music system was not working properly. The system was rectified and the program went well. When the principal came on stage, instead of wishing the children and their parents a happy Republic Day, she said that everything was a mess and it was a flop show. The principal was already angry about her reception. Insulted the staff by calling a meeting.

The teacher has said in the complaint that the school principal has been blackmailing her for the last 6 years. She calls them home during school timings and makes them work. He also has his photographs. Despite being a school sweeper, the principal asks her to sweep. Now the teacher is scared that the principal might spoil her career.
Anger flared up when the republic was not respected
The teacher said that the Republic of India gives us the right to equality. However, on the same day, on January 26, the principal reached the school at 8:51 am. At 8:52 there was a program of hoisting the national flag in the school. The principal expected senior teachers of the school to receive them with bouquets and NCC incharge and cadets to escort them to the stage.
When this did not happen, she became very angry. After that she immediately went to her office and on request by senior teachers came on stage and waved tricolor with angry face. After this, the Republic Day program started. The program was called a flop show.

When the teacher told the principal that she could not speak to him in this language, she said, ‘Don’t teach too much law, my son is a lawyer.’ After this the teacher was told to get out and, ‘I will call the man and get him thrown out’ and said, ‘He has no back to support, you are on probation and I will spoil your career and life. An email has been sent against you. See how I insult you.’ According to the teacher, after this he was issued a warning in writing.
Principal denied the allegations
School Principal Raj Bala has said that the allegations leveled against him are completely baseless.
