What are the six occupations?
Indigenization will take place in licensed aviation jobs, optics jobs, customer care jobs, routine vehicle inspection operations, jobs at postal service outlets, and parcel delivery outlets, as well as sales outlets in seven economic zones. It will be implemented in two phases in the aviation sector
Indigenization will be implemented in two phases in the licensed aviation sector. The first phase will start on March 15 next year. 100 percent of the positions of co-pilot, air controller and air dispatcher will be reserved for Saudis. In addition, 60 percent of the jobs in the aviation transport pilot position and 50 percent of the flight attendant Adhwa air hostess jobs will be reserved for Saudis in the first phase. The second phase of indigenization in the region will begin in March 2024. At this stage, 70 per cent of the air transport pilot sector and 60 per cent of the air hostess posts will be nationalized. This decision applies to all private sector companies that employ five or more workers in the sector. The Ministry of Human Resources and Social Development said that employees in this field need to obtain professional accreditation from the General Authority of Civil Aviation. The ministry estimates that more than 4,000 Saudis will be employed in the two phases of repatriation.
50% indigenization in optical establishments
Indigenization will be implemented in optical establishments from March 18, 2023. The new requirement is that 50 percent of all Optic companies in Saudi Arabia, which employ four or more employees, must be nationals. This applies to all optical companies operating in the private sector. According to the ministry, repatriation will be done in the posts of Medical Optics Technician, Physical Laboratory Technician, Light and Optics and Optical Technician. Indigenization workers in the field of optics must also obtain professional accreditation from the Saudi Commission for Health Specialties. The minimum wage for Saudis in the region would be 5,500 riyals. It is estimated that more than 1,000 jobs will be created for the natives through the indigenization of the region.
50% of vehicle inspection technicians
Indigenization will be implemented in two phases in the area of routine technical inspection of motor vehicles. The first phase will localize 50 per cent and the second phase 100 per cent jobs. The Saudis will mainly be in the positions of Site Manager, Assistant Manager, Quality Manager, Financial Supervisor, Site Supervisor, Line Leader, Inspection Technician, Assistant Inspection Technician, Maintenance Technician, Information Technician and Data Entry. This will create more than 5,000 jobs for Saudis. The ministry said the repatriation system would come into effect 12 months after the declaration of repatriation.
Indigenization in 14 jobs in the postal sector
The announcement of Saudiisation includes 14 jobs in the postal and parcel delivery sector. The repatriation of these jobs will take effect from December 17 this year. The post of Chief Executive Officer (CEO) will be fully Saudiized. About 60 percent of senior management’s front-line jobs and 70 percent of senior management’s second-level jobs are reserved for Saudis. The ministry estimates that repatriation will create more than 7,000 jobs for Saudis in the region.
All customer care jobs are for Saudis only
The ministry said the customer service sector should be 100 per cent localized. The decision will take effect from December 17 this year. This applies to all organizations where customer care service is a core job or a supporting job or outsourced. This includes leadership and supervisory positions. It will create more than 4,000 jobs.
Saudiization in all seven business sectors
Localization will be implemented in all the sales outlets in the seven economic zones. About 70 per cent of the total workforce will be repatriated. Safety equipment outlets, elevators, escalators and conveyor outlets, artificial grass and swimming pool equipment outlets, water purification equipment, navigation equipment, sales outlets, catering equipment, electric vehicles, travel equipment Indigenization will take place in equipment and outlets. The natives will be appointed as Branch Manager, Supervisor, Cashier, Customer Accountant and Customer Service Agent in these areas. It will create more than 12,000 jobs for the natives. The law will come into force 12 months after the announcement. The Ministry has issued instructions and conditions in this regard.
Expatriates will suffer a huge setback
Hundreds of thousands of Saudi expatriates have already lost their jobs due to the Saudiisation that has already been implemented in areas where expatriates work most, including malls and supermarkets. As more jobs in the six new regions become available to Saudis, expatriates working in the region will lose their jobs. Expatriates face a situation where they do not get any good jobs. Having to hire natives instead of foreigners in institutions run by expatriates will also create more financial liabilities. This is because the natives will have to pay higher salaries than the provinces.
