Jagan Sarkar says that another scandal happened during TDP regime. The arrest of two accused by the CID in connection with the Andhra Pradesh State Skill Development Corporation (APSSDC) scam has created a stir. Delhi-based chartered accountant Vipin Kumar Sharma and his wife Neelam Sharma were arrested by CID officials and brought to Vijayawada on a transit warrant. He was produced in the ACB court in Vijayawada. CID says eight people have been arrested so far in this case. During the previous TDP government, there were allegations that frauds were committed in the guise of shell companies claiming to provide skill training to the youth. The CID ordered an investigation after the YSRCP government came to power saying that the leaders of the previous government looted Rs.241 crores of funds. CID arrested Vipin and Neelam in this case. It is alleged that Vipin Sharma and Neelam Sharma were instrumental in diverting funds in this scam. It is alleged that they are running a shell company called ‘In Web Services’. It was found that funds were paid to Siemens and Design Tech companies contrary to APSSDC rules. It was concluded that these funds were diverted in the form of Siemens, Design Tech.. shell companies. They took fake invoices from Inweb Services Company owned by Vipin and Neela and paid Rs.8.50 crores to that company. When all these matters came out in the CID investigation, Rs. 23 crores in the bank accounts of the design tech company were confiscated. It is being alleged that retired IAS officer K. Lakshminarayana, who was the director of APSSDC at that time, and Ganta Subbarao, who was the MD, played a key role in this scandal. In 2018, Central GST officials conducted inspections of some companies in Pune and found fake invoices. It was found that it was related to APSSDC project and information was given to AP ACB department. After Jagan’s government came to power, central GST officials brought it to ACB’s attention. The government has said that a Center of Excellence will be set up at a cost of Rs.3,556 crore to train the youth in skill development during the TDP regime. There are allegations that funds were diverted by showing a project only on paper. CID has now arrested the couple Vipin Sharma and Neelam Sharma in that case. There is a debate whether Chandrababu is involved in this skill scam.
