Believing in the importance of the matter, Chinese State Councilor and General Secretary of the State Council Xiao Ji bowed before the delegates before addressing the second plenary session of the National People’s Congress in the Great Hall of the People in Beijing on Tuesday.
Participants suggested that the changes be made by the State Council, modeled after China’s cabinet, during the annual legislative and political meetings, in an effort to reorganize the modernization of the Ministry of Science and Technology.

In addition, the Ministry of Science and Technology will be reconfigured to align with the country’s priorities in innovation and investment in basic research and translating these gains into practical applications.
The proposed changes specified few details about implementation, amid calls for an improvement in the patent and intellectual property system.
The changes, which were promulgated by the State Council on Tuesday, still need to be formally approved by the National People’s Congress on Friday, although delegates to the legislature rarely cast dissenting votes.
The struggle does not stop
It is noteworthy that China leads this race in approximately 37 technical fields out of 44, according to a year-long research conducted by the think tank of the Australian Strategic Policy Institute last week.
As for the United States, according to the report, it is still a leader in 7 of the remaining technologies, such as vaccines, quantum computing, and space launch systems.
At a time when America and China, the two largest economic powers in the world, are wrestling politically over several files, and economically as well.
