In the Oryol region, the regional prosecutor’s office approved the indictment against Dmitry Frolov, the former head of the communal services department of Orel. He is accused of exceeding his powers with damage of 80 million rubles. This is reported by IA “Abireg” with reference to the department.
The case was transferred to the Soviet District Court of Orel.
As the investigation established, in December 2020, Frolov organized the conclusion of a contract with Scientific and Production Association Intellectual Technical Systems LLC for the implementation of the first stage of the intelligent transport system in the Orlovsky urban agglomeration.
The company prepared the terms of reference, which did not correspond to the draft design. Implementation of the first stage of ITS became impossible. One contractor received the money in full.
The criminal case against Frolov was initiated in January 2022.
Earlier, on December 16, it was reported that in Vidny, near Moscow, the head of the police department and his subordinate are suspected of taking bribes for not detecting illegal business activities. The fact of the crime was revealed by chance, during the investigation of the death of children in a fire.
