The Minister of Human Resources and Social Development in Saudi Arabia, Eng. Ahmed bin Sulaiman Al-Rajhi, issued 6 decisions to localize a number of professions and activities, in cooperation with the supervisory authorities.
According to a statement by the ministry, today, Wednesday, the decisions included the localization of: “licensed aviation professions”, “optics professions”, “periodic inspection activity”, “postal service outlets and parcel transport”, and “customer service professions -” and sales outlets in 7 economic activities” in various regions of the Kingdom, raising the level of their participation in the labor market, and enhancing their contribution to the economic system.
The ministry said that these decisions contribute to providing more than 33,000 job opportunities.
The decision to localize “licensed aviation professions” will be implemented in two phases, the first phase starting from 23/08/1444 AH corresponding to 03/15/2023, and includes professions: (copilot, air controller, and air transporter) 100%, and the profession (air transport pilot). 60%), and a profession (flight attendant 50%).
The second phase starts from 23/08/1445 AH corresponding to 04/03/2024, and includes professions: (Air transport pilot with 70%, and air hostess by 60%).
This decision applies to all private sector establishments that employ 5 or more employees in the specified aviation professions.
Workers in the targeted professions are required to obtain professional accreditation from the General Authority of Civil Aviation, as this decision will provide more than 4,000 jobs for citizens.
The decisions included a decision to localize the “optics professions” by 50% as of 08/26/1444 AH corresponding to 03/18/2023 in all private sector establishments operating in the Saudi market that employ (4) or more workers, and include professions: (medical optics technician, and a physical laboratory technician – light and optics, and an optical technician), and workers in the local professions are required to obtain professional accreditation from the Saudi Commission for Health Specialties; And that the minimum wage for calculating Emiratisation in the targeted professions is 5,500 riyals.. This decision will provide more than 1,000 job opportunities in this sector in various regions of the Kingdom.
The decisions also included the localization of “service outlets in the periodic technical inspection of vehicles”, in two phases, the first phase by 50%, and the second phase by 100%, where the most prominent localized professions will be: (site manager, assistant manager, quality manager, financial supervisor, and site supervisor). , a path leader, an inspection technician, an assistant inspection technician, a maintenance technician, an information technician, and a data entry), to provide more than 5,000 job opportunities for citizens. The implementation of the decision shall start after 12 months from the date of its issuance.
The decisions also included the localization of “outlets providing services for postal and parcel transport activities,” which includes 14 sub-activities of mail and parcel transport activities, as of 05/23/1444 AH corresponding to 12/17/2022 AD. And by 60% for the jobs of the first level of senior management, and by 70% for the posts of the second level of senior management. This decision will provide more than 7000 job opportunities in this sector in various regions of the Kingdom. This is according to the time periods specified in the procedural guide.
Among the decisions was a decision to localize 100% of “customer service professions” for establishments that provide customer service as a main or supportive activity, or through outsourcing this service to another entity to serve their customers through means of communication, including leadership and supervisory positions, as of 23/ 05/1444 AH corresponding to 12/17/2022 CE, and this decision will provide more than 4,000 job opportunities.
The decisions also included the localization of “sales outlets in 7 economic activities” with 70% of the total workers in the port. The Emiratisation decision includes sales outlets in the following activities: “Outlets for selling security and safety equipment”, “Outlets for selling elevators, stairs and belts”, “Outlets for selling artificial grass and swimming pools”, “Outlets for selling water purification equipment and navigation devices”, and “Outlets for sale Catering equipment and electric vehicles”, in addition to “outlets selling air weapons, hunting and travel supplies”, and “outlets selling packaging equipment and tools”. The most prominent professions in these activities will be (branch manager, supervisor, cashier, customer accountant, and customer service) and will create more than 12,000 jobs. The decision shall enter into force after 12 months from the date of its issuance.
Along with the decisions, the Ministry issued procedural guides to inform employers and establishments and know the mechanism for calculating resettlement and the penalties stipulated for violators.
