The Ministry of Economic Development has prepared a new package of 11 measures to support infrastructure construction in the face of rising prices for building materials. The corresponding document, signed by the deputy head of the department Vladislav Fedulov, has been sent to the government. The letter is at the disposal of the Izvestia editorial board.
The document notes that some of the initiatives have already been discussed and have not found support in the government.
Among the proposals of the department is the introduction of a minimum estimated profitability of construction contracts – at least 25% -, a permanent mechanism for adjusting the contract price with an increase in the cost of building materials and advance payments of government contracts. The latter measures are already provided for by the law on the contract system.
The ministry proposes to accelerate the delivery of budget money to the builders when adjusting the prices of contracts, using the reserve fund of the Cabinet. It is proposed to envisage the costs of covering costs due to the growth in the cost of resources within the framework of the federal targeted investment program.
The Ministry of Economic Development is in favor of adopting a roadmap to support manufacturers of building materials to increase their output and reduce prices. At the same time, it is proposed to plan the implementation of end-to-end projects for the purchase of new industries with the provision of state subsidies by analogy with protectionist measures in the radio-electronic industry (government decree of February 17, 2016 N 109 and of September 27, 2021 N 1619). We are talking about subsidizing the purchases of companies that are needed for the development of new Russian industries.
It is proposed to extend the ideas of import substitution to the choice of developers – with a priority for Russian and Eurasian contractors without predominantly hiring foreigners.
On August 13, the government announced new measures to support the construction industry due to the rising cost of building materials. Now, by agreement of the parties, it is possible to increase the price of the state contract for construction, reconstruction and overhaul, as well as for the preservation of cultural heritage sites. The price of the contract can be increased by agreement of the parties within 30%.
