The Ministry of Natural Resources and the Russian Environmental Operator (REO) have proposed a new way to assess how much garbage must be collected by citizens. As the State Duma Committee on Construction, Housing and Communal Services explained to Izvestia, now the regions themselves set the standards.
To do this, experts measure garbage four times a year, each stage lasts seven days. After analyzing this data, a final indicator appears, according to which the tenants are billed.
But, as practice shows, this method does not give a real idea of the amount of garbage that people generate and pay for, Svetlana Razvorotneva, deputy chairman of the committee, is sure.
The Ministry of Natural Resources and the REO propose to leave the existing measurements, but now they should be accompanied by video or photography, as well as with weight control. Plus, add one more way to estimate the amount of garbage – to do a comparative analysis of the data, for which a new formula and introductory ones will appear. This is the volume of waste in apartment buildings (baseline) and a correction factor, the Ministry of Natural Resources noted.
The basic standard – the average value for the entire time of waste measurements in the region – is multiplied by a coefficient that depends on the territory: for example, a house, a kindergarten, another site. This will bring the calculations closer to the actual generation of waste. The innovations of the authors have already been enshrined in a joint draft government decree, Izvestia was told in the ministry. How this method of estimating volumes will affect the price of the service is difficult to assess. The REO is confident that the payment will be fair.
