The Spanish Agency for the Supervision of Artificial Intelligence (Aesia), which will have its headquarters in A Coruña, will be operational within a maximum period of three months, according to the royal decree approving its statute, which has been published by the Bulletin State Official (BOE). The Council of Ministers gave the green light on August 22 to the creation of Aesia, attached to the Ministry of Economic Affairs and Digital Transformation through the Secretary of State for Digitalization and Artificial Intelligence.
Spain thus becomes the first European country to have a body of these characteristics and anticipates the entry into force of the European Regulation on Artificial Intelligence. This regulation will establish the obligation for Member States to select a national supervisory authority that is responsible for supervising the application of the regulations on Artificial Intelligence.
The agency will be key in managing and leading the Spanish ecosystem of responsible Artificial Intelligence thanks to voluntary supervision until the entry into force of European regulations through quality and responsibility seals. In addition, it will be responsible for generating regulated test environments that allow innovators and developers of high-risk or general-purpose Artificial Intelligence systems to be launched responsibly, according to the royal decree.
This task will be carried out by voluntarily supervising until the entry of European regulations on artificial intelligence through quality and responsibility seals, relations with the European ecosystem that will promote the development of the Pact for Artificial Intelligence, the Code of Good Practices for Generative Artificial Intelligence, produced within the Trade and Technology Council between the United States and the EU, as well as the generation of regulated test environments that allow innovators and developers of high-risk artificial intelligence systems to be launched or general purpose in a responsible manner.
In addition, the agency will have operational guides for the implementation of the requirements of the European regulations on artificial intelligence that will be used to generate knowledge among the ecosystem about compliance with the requirements, as well as support for the changes that need to be made. to ensure such compliance, as detailed in the statute.
In the constituent session for its implementation, the person in charge of the Agency’s Directorate will also be appointed, at the proposal of the person in charge of the Presidency.
