In February, the State Duma will consider in the first reading a bill on facilitating the employment of adolescents from the age of 14, Andrei Isaev, one of the authors of the law, a member of the Committee on Labor, Social Policy and Veterans Affairs, told Izvestia.
“In principle, we do not change the provisions of the Labor Code, which even now allow teenagers from the age of 14 to work in their free time from school in conditions that do not harm their health and moral development. We touch upon norms that seriously impede employment. For example, the consent of the guardianship authorities,” he said.
Such a measure, according to the parliamentarian, is excessive. The authors of the bill believe that the written permission of one of the parents is sufficient.
It is also proposed to save the employer from paying for the medical examination of a minor worker.
“This absolutely does not motivate the employer to formalize minors. We propose this bill to limit the provision of medical certificates to adolescents themselves, because they regularly undergo medical examinations, ”the deputy emphasized.
The bill will also save the employer from regular inspections by the prosecutor’s office.
“Inspection should be carried out only if there are complaints from minor employees or their parents about working conditions,” Andrey Isaev noted.
Adolescents across the country have a need for early work, Maria Lvova-Belova, Commissioner for Children’s Rights under the President of the Russian Federation, noted in an interview with Izvestia. She advocated for the passage of the bill.
“But it is important that a teenager voluntarily make a choice – to find a job or not, and that work does not interfere with schooling,” the ombudsman added.
