Last night at the TPP-1 in Ulan-Ude (Buryatia) there was a large fire: the area of the fire was 60 square meters. According to preliminary data, the cause of the emergency was a short circuit in the cable compartment. The fire was extinguished, but as a result of the incident, residents of almost 800 houses were left without heat and hot water supply. Izvestia found out the details of the state of emergency.
Combustion at CHPP-1
A fire broke out at TPP-1 in Ulan-Ude in the Republic of Buryatia. A message about smoke was received by emergency services at 03:45 local time (22:45 Moscow time). At night, the fire was extinguished by employees of the Ministry of Emergency Situations, its area was 60 square meters. m. The reason for what happened was a short circuit followed by a fire in the cable compartment 6A.
According to the mayor of the city Igor Shutenkov, there were no casualties. Because of the emergency, four boilers and two turbine generators were turned off, the authorities immediately set about determining the scale of the damage and the procedure for connecting the boilers to the energy carrier. “The heating main was not removed from the circulation, we are limiting the hot water supply,” he said.
CHPP-1 is one of the largest enterprises in Buryatia, which for more than 80 years has been the main source of heat and light for the residents of Ulan-Ude. The station provides heat energy to Zheleznodorozhny, Sovetsky and part of the Oktyabrsky district of the city.
Emergency mode introduced in Buryatia
Due to an accident at a thermal power plant, an emergency regime was introduced in the republic. By the decision of the head of Buryatia, Aleksey Tsydenov, an operational headquarters was created to eliminate the consequences of the accident, and repair work began.
According to the press service of the regional government, during the restoration work in part of the Ulan-Ude districts (Zheleznodorozhny, except for the villages of Glassworks and Zagorsk, where municipal boiler houses operate, the central part of the Sovetsky District), the heat supply was reduced, the work of kindergartens and schools was suspended. The accident did not affect only the third district of the city – Oktyabrsky, which is supplied with heat from CHPP-2.
At the moment, thermal power engineers are transferring the load from CHPP-1 to CHPP-2. “There are three boilers in operation at the station. In the coming hours, by connecting additional pumping equipment, the circulation rate of the coolant will be increased, which will allow maintaining the temperature of the coolant along heating main No. 5, ”the press service of the Territorial Generating Company – 124 (TGK-14) explained.
On December 23, a temperature of minus 30 degrees Celsius was recorded in the capital of the republic. According to forecasts of meteorologists, frosts will persist in the next few days.
Renovation work
The restriction of heat supply in Ulan-Ude affected more than 790 apartment buildings, the government of Buryatia said. About 100 people are involved in the restoration work, including employees of TGC-14 and IDGC Siberia. At CHPP-1, backup equipment is being launched.
“Now a diesel generator has been installed at CHPP-1 for the fuel oil pumps of the fuel and transport department, the fuel oil pumping station has been put into operation. (…) The maximum load of the network consumption was transferred to Ulan-Ude TPP-2. The supply water temperature is 57 degrees, and the return water temperature is 51 degrees, ”the operational headquarters said.
An additional supply of fuel oil has been organized at Ulan-Ude TPP-1, five tanks with 320 tons of fuel have already arrived. An additional supply of liquid fuel has been organized in the coming days. Taking into account the received tanks, the fuel oil stock is 1040 tons – it will last for 3 days, the headquarters noted.
Accommodation points
After the fire at TPP-1 in Ulan-Ude, 10 temporary accommodation centers (TAP) for 400 people were deployed, where residents of houses left without heating and hot water can temporarily move. VPRs are organized at the bases of hotels located outside the emergency zone.
In addition, the republican operational headquarters noted, 400 heating devices were prepared for the victims, negotiations were held with stores where there is a stock of heating devices – they can be taken under a letter of guarantee.
Currently rescuers and volunteers are involved in organizing the accommodation of people in the TAP. First of all, according to Valery Vildavsky, head of the emergency situations department of the Ulan-Ude administration, they will “pay attention to the houses where veterans, elderly people and large families live”.
Due to the restriction of heat supply in the city, 19 kindergartens were suspended. Schools have been working on distance learning since mid-December due to the rise in the incidence of ARVI.
Moreover, a social rehabilitation center for minors got into the zone of restricted heat supply. As long as the indoor temperature remains within the normal range. In case of its decrease, Anatoly Kirillov, Deputy Minister of Social Protection of the Population of Buryatia, noted, additional heating devices will be delivered to the building. If necessary, children will be transferred to other institutions.
Also in the service area of CHPP-1 there is a hospital of the Zheleznodorozhny district, where hospitalization has been temporarily suspended, and city polyclinics No. 1 and No. 6. According to the Minister of Health of the Republic, Evgenia Ludupova, cars for servicing patients at home have been additionally sent to them, the necessary heating equipment has been fully provided. Doctors are working out a plan for routing patients to medical facilities where there are no interruptions in heat supply.
The prosecutor’s office began to check
The Prosecutor’s Office of Buryatia began an inspection on the fact of a fire at CHPP-1, as a result of which the heat supply was reduced in some districts of Ulan-Ude and hot water was turned off. The prosecutor of the republic Galina Kovaleva left for the thermal power plant.
The prosecutor will have to check the information of local media that firefighters were not immediately allowed into the territory of CHPP-1 to extinguish the fire. Evgeny Lukovnikov, deputy chairman of the government of Buryatia, confirmed this information. At the same time, the press service of the government of the republic noted that the personnel of the CHPP acted in accordance with the established regulations and instructions.
“For the work of fire brigades during the elimination of emergencies, in order to ensure the safety of rescuers, it is necessary to de-energize the operating electrical installations, and only after that admission to the place of elimination of the fire is carried out. This was the reason for waiting for a rescue squad at CHPP-1, ”the press service said.
ICR filed a case
A criminal case was opened after the fire at TPP-1 in Ulan-Ude. This was reported in the regional department of the Investigative Committee of Russia (TFR).
“On the night of December 23, a short circuit occurred at Ulan-Ude TPP No. 1, followed by a fire in the power wires in the cable compartment supplying the control panel. This led to the shutdown of four heating boilers and a turbine generator in conditions of low ambient temperatures in the city down to minus 30 degrees Celsius. On this fact, a criminal case was initiated on the grounds of a crime under Part 1 of Art. 217.1 of the Criminal Code of the Russian Federation (“Violation of the requirements for ensuring the safety of objects of the fuel and energy complex”), – the message says.
The department considered that the fire in the cable compartment occurred as a result of a safety violation. Investigators are working on the spot – they record the traces of the accident and seize the necessary documentation. The damage caused as a result of the emergency was estimated at over 1 million rubles.
The restoration of heat supply is planned for December 25
The restoration of heat supply in Ulan-Ude is planned for December 25, said the first deputy general director of PJSC “TGC-14” for technical policy Yuri Dorfman. According to him, on Saturday 6 out of 7 boilers will operate at the CHPP – “this will be enough to maintain the required parameters of the heating network”, while only 3 boilers are operating. In addition, it is planned to resume hot water supply.
At the moment, thermal power engineers have launched two backup boilers at CHPP-1 in Ulan-Ude to maintain the parameters of the heat carrier. According to the deputy chairman of the regional government Yevgeny Lukovnikov, the third boiler was a reserve one, and “literally in two or three hours it will produce heat and will be put into operation”.
The head of Buryatia will interrupt the trip to Syria
The head of Buryatia Alexey Tsydenov will interrupt his business trip to Syria due to a fire at TPP-1 in Ulan-Ude… He stated this in a video message distributed by the press service of the government of the republic.
As noted by Tsydenov, he, along with several heads of other constituent entities of the Russian Federation, deputies of the State Duma and senators from the Federation Council, is in Syria at the request of the Ministry of Defense, participates in events within the framework of interaction between the two countries.
“But taking into account the situation in the city, now by all possible means I will get home in the shortest possible time,” the head of Buryatia noted.
